The Observatório Cultural Malakoff is the headquarters of the Festival Internacional de Humor e Quadrinhos de Pernambuco since the year 2000. There also is the Comics Library Ionaldo Cavalcanti, with a collection of 8.000 albums and comics books.

A building from the XIX Century, it originally was an astronomical observatory of the Brazilian Empire. It was recovered on the year 2000 and became a cultural activities center where, besides the FIHQ-PE, there are also Modern Arts Exhibits, Photography expos and musical shows.
On the morning of May 26, the members of the Prize Commission of the V FIHQ-PE went to the tower to select the winner works.
